KAAC Budget session 2010-11 held at Diphu

DIPHU, March 21: The 206th Budget Session of the Karbi Anglong Autonomous Council (KAAC) which was started from March 19 under the chairmanship of  Mangal sing Engti for presentation of the Council budget (Inherent Subject) of the Karbi Anglong Autonomous Council for the financial year 2010-11 at its Session Hall Diphu concluded on March 20, stated a press release.
Joyram Engleng, Chief Executive Member of the Karbi Anglong Autonomous Council who is also holding the portfolio of finance presented the council budget for the year 2010-2011 before the House on March 19.The budget proposed total estimated expenditure at Rs 10185.65 lakhs against total estimated receipts of Rs. 10163.00 lakhs leading to a deficit of Rs. 22.65 lakhs approx.
In his budget Speech the CEM has admitted poor receipt of revenue under Council Sector due to ban imposed by the Supreme Court since 1995 on the operation of forest product etc. In order to meet the huge depleted Revenue Receipt it thought to increase the rates of fees on like Trading License fee, Transfer Fee on Land Transaction and other Trades & callings etc, royalty and taxes from the subjects like CCI, Motor Vehicle Tax, Land Revenue and alsoa from the operation of timbers under Working Plan norms. It also proposed to impose fees on some items on agricultural products so that council is able to afford in the line of socio-economic development and other rural development activities in the District of Karbi Anglong.
The budget has kept provision of Rs 5 lakh each for the  newly introduced boards namely Social Welfare Board, Irrigation Development Board, Livestock & Dairy Development Board, Livestock & Dairy Development Board and Sports & Youth Welfare Board afor smooth and efficient implementation of schemes undertaken by Boards for the year 2010-11. As such Rs 5 lakh was kept for purchase of Liveries – SGB Coat, Rs 100 lakh  for construction of 4 numbers of  Circle Offices and Rs 1 crore for construction/repairing of VIP and Staff Quarter, Rs 25 lakh each for Relief on account of natural calamities and medical assistance, Rs 10 lakh for implementation of Minor Irrigation Schemes, Rs. 50 lakh for construction, maintenance, repair of roads and bridges, footpath etc under GIA, Rs 5 lakh  for giving honorarium to Karbi Recho (King) and other Customary heads, Rs. 35 lakh for granting and repayment of House Building advances to Autonomous council Employees.
The budget also made provision for regularization of 25  Master Roll (MR) Drivers and conductors under KAAC Workshop and for payment of 29  teachers and Language teachers under newly introduction Karbi Medium L.P. School etc. Members including  D. Uphing Maslai, EM,  Borsing Rongpi, MAC,  Bidya Sing Rongpi, EM, Tarendra Brahma, EM and  Sum Ronghang, EM participated in the budget discussion held on March, 20. The Chairman prorogued the House for Sine die after the budget.
