GUWAHATI, Aug 27: The People’s Alliance for Peace Agreement (PAPA) has held parliamentarian Biren Sing Engti responsible for the delay in finding a solution to the insurgency issue in Karbi Anglong district.
Addressing a press conference here today, PAPA general secretary Elwin Teron said, “The UPDS has been in ceasefire with the  government for many years but the peace process with the outfit has not progressed because of the interference by politicians like Biren Sing Engti.”
“Biren Sing Engti and other politicians want to keep the insurgency issue in Karbi Anglong alive for their narrow political and financial gains,” Teron alleged.
Teron indicated that minister Khar Sing Engti might be supporting Biren Sing Engti in the latter’s bid to derail the peace process in Karbi Anglong.
“Frustration is spreading like a virus in all the designated camps of both the UPDS and KLNLF because of the delay in the peace process. Mysterious killings and extortion are raising their ugly heads again and camp desertion has become a trend. The need of the hour is signing of peace agreement with the UPDS without delay,” said Teron.
The PAPA leader also said, “The Karbi Anglong district administration is the most corrupt of all district administrations in Assam. There are many officers like RH Khan in Karbi Anglong.”  RH Khan is one of the key accused in the multi-crore-rupee financial scam in NC Hills.
PAPA chairman Sai Ding-eh, also the UPDS general secretary, said, “We are for peace talks, the government does not seem to be interested.”
He said the PAPA, a conglomerate of 51 organizations, including political parties, student and ethnic bodies, was formed to facilitate talks between the UPDS and the government.
Ding-eh said the PAPA was awaiting the government’s response to its willingness to get involved in the peace process.  The PAPA submitted a memorandum to State Governor JB Patnaik yesterday over the above issue.
